We are currently on ground and have started development in two locations, Madeira in Portugal and in Istria in Croatia. We are scouting and working on the next 3 locations.
Each Citadel Garden village is shaped by its land, its people, and its purpose. Some are tucked in forests, others overlook the sea, but all are designed for families who value freedom, community, and a meaningful life. We’re not building copies.
Our aim is to have locations that are highly attractive and internationally easy to get to. Each village will have around 25 homes and some shared facilities, making it possible to be as private or as social as you want.




Istria, Croatia
We’re developing a Citadel Garden village in the Istrian countryside, an area known for its rolling hills, olive groves, and coastal proximity. The region offers a strong foundation for village life, with good land, a mild climate, and deep local traditions.
This village will focus on creating a high-quality, family-friendly environment with around 25 homes and shared spaces for work, play, and food production. It's ideal for those seeking a slower lifestyle with strong community and long-term value.
Istria is also highly accessible, with three international airports nearby: Pula, Trieste, and Ljubljana, making it easy to reach from across Europe.

Madeira, Portugal
In Madeira, we’ve teamed up with a group of families already living on the island. Their initiative, A Place to Be, is creating a vibrant, family-focused community with a strong foundation in self-directed learning and unschooling.
Together, we’re developing a Citadel Garden village that builds on their vision. The land is secured, and the design phase is underway. This village will combine private homes, shared infrastructure, and spaces for collaborative learning and living, while respecting the values already rooted in the place.
Located just 30 minutes from Funchal and the airport, the site offers easy access to international travel, dramatic nature, and year-round growing conditions. It’s a place where families can live freely, learn together, and help shape a lasting community.

Citadel Garden was founded by Rahim Taghizadegan, an economist and physicist with a long-standing interest in building parallel structures to existing systems. After years of teaching at universities in Austria, Switzerland, Liechtenstein, and Germany, and publishing extensively on decentralization, education, and long-term thinking, the focus shifted from theory to practice.
Instead of waiting for institutions to adapt, the goal became to quietly build something better, starting with land, homes, and real ownership.
The first steps were taken in Istria, Croatia, where development began on a small village designed for families seeking long-term stability and flexibility. At the same time, Citadel Garden connected with a group of families in Madeira, already developing their own unschooling-oriented project, A Place to Be. Rather than impose a model, the team offered to support and strengthen what was already underway.
From these early foundations, Citadel Garden is growing as a network of places where ownership, family life, and independent living can thrive. The work is ongoing, and the approach is intentional. Each village will be shaped by its own land, people, and potential, but all are built with the same clarity of purpose.
